It does.
you probably don’t know, but when glue is exposed to air, it dries. Since the bottle is enclosed, the glue doesn’t stick. Good question though, 5 stars

When white glue is inside a bottle, there’s not enough air inside the bottle to cause the water to evaporate to make the glue sticky.
